What's the reason Allah is punishing the Pushtun people in NW Pakistan for so much?

I know that Pashtun people are very devout Muslims (minus me) and live their lives as the Quran and the Hadith tell them to but still they are the victims of the war on terror, they're constantly getting murdered by suicide bombers and now the floods have killed hundreds, completely crippled their lives and have left so many homeless. For what reason is Allah punishing them, Muslims?
