Please help you could save lifes?!? 10points!?

hi,i live in a 3 acre home and there's a cat napper in my area and my neighbors are keeping them inside but i have 13 and can,t keep them all is there a gps google map or something collar with a pin lock or something that the thief can,t get off the cat?,there is alreay a police report/alert made and with animal control,thanks.
